The International Renewable Energy Agency (IRENA) was officially established in 2009, but its roots can be traced back to the early 1980s. In 1981, the United Nations Industrial Development Organization (UNIDO) established the International Solar Energy Society (ISES) to promote solar energy research and development.

In the 1990s, there was growing interest in renewable energy, particularly in Europe. In 1990, the European Commission established the European Renewable Energy Council (EREC) to promote renewable energy within Europe. In 1997, the German government proposed the creation of a World Renewable Energy Agency (WREA) to promote renewable energy worldwide. However, the proposal did not receive widespread support at the time.

In 2001, the German government renewed its proposal for a World Renewable Energy Agency, and this time it gained more support from other countries. In 2005, the proposal was endorsed by the European Union and the African Union, among other organizations.

In 2007, the proposal was further developed at the International Conference for Renewable Energies in Bonn, Germany, and a preparatory commission was established to develop the necessary legal and financial framework for the agency.

In 2009, the International Renewable Energy Agency (IRENA) was officially established with the signing of its founding statute by 75 countries. The agency was headquartered in Abu Dhabi, United Arab Emirates, and Adnan Z. Amin was appointed as its first Director-General.

Since its establishment, IRENA has grown to include over 170 member countries, and has played an important role in promoting the adoption and use of renewable energy technologies worldwide.
